I finally was able to review the Tacoma Police Department assessment by
WASPC. I discovered in l993 the TPD obtained their accreditation through
fraud. They stated and had files to show they did annual performance
evaluations on individual officers. They don't. They lied. The
accreditation meant they could apply for grants from the state which
they otherwise wouldn't be entitled to. They made other false
representations. I hope this will be looked upon as a criminal
investigation. Maybe now we can find out what is happening here before I

I am wondering the status of my complaint. Will I be given a control
number? Is my complaint being studied. Funny thing the TPD purchased
over $58,000 worth of items from a gun shop in the past month. Tonight
Danny Marshall, their accountant, who won't talk to me anymore stated it
was for ammo. That is a lot of ammo for 350+ officers. They also
purchased over $154,000 for uniforms. Yet, their attorney wrote on 22
July 97, "Turning first to the matter of an equipment inventory on items
issued to officers, please be advised that there isn't currently a
document in existence that is responsive to your request." Pretty scary
how did they then determine they needed to order over $200,000 for ammo
and uniforms? Again, as I understand it all "whistle blower" complaints
are to be answered by your office? Does the law apply to "civilians"? I
sure hope there is some oversight by the state over federal loans given
to the state to dispense. There must be some type of performance audit
review. A financial audit wouldn't have found the TPD lying to the

I tried contacting the AG's office in Tacoma. They sent me to AG's
Consumer Affairs. I learned the Tacoma Police Department lied to WASPC
when they received their initial accreditation in l993. They provided
forms and stated they did performance evaluations of individual police
officers. They lied they don't. Because of the accreditation they were
then able to apply for and receive grant money given to the state by the
feds. Money they otherwise wouldn't be entitled to. (They lied for
other accreditation standards also.)I was advised the AG's Office
didn't prosecute fraud and to tell TPD internal affairs what they are
doing! If you don't enforce fraudulent claims for state grants (money
supplied by the feds)who does? I have all the documentation someone will

I had written you before about the Tacoma Police Department and how I am
waiting to get killed because of their lack of enforcement action. I
have just discovered they obtained accreditation from WASPC in l993 be
fraudulent means. They provided documentation to show they did individual
performance evaluations of officers annually. They don't.(There are other discrepancies also.)The accreditation then allowed them to obtain special grants from the state. I have to prove the fraud.
