In the past not only did the Department of Justice(DOJ) ignore the corruption in Customs (Exhibit 1-This was a copy of a memo from the Asst. Attorney General, DOJ Anti-trust Division to the Asst. Attorney General DOJ Criminal Division. It concerned a criminal report I had written about the corruption in U.S. Customs. Now it is coming out how corrupt the Customs Service is.), but, they defended Customs every chance DOJ had. (Barrett v Bureau of Customs, 651 F.2d 1087 (5th Cir., 1981) The DOJ ignored the Chinese. I pray history doesn’t repeat itself. We now have hundreds of millions of dollars going out of DOJ for Community Orientated Policing(COPS) and Weed and Seed grants. There is no oversight.
For example, the Tacoma Police Department has received COPS grants for years. Attached as Exhibit 2 is a newspaper article in which Chief Hairston states the police need to start working with the people. Why didn’t the DOJ do an audit to discover if Community Orientated Policing was happening in Tacoma? Why did the DOJ allow the police to self audit? (This same police department can’t account for 427 handguns.) What oversight will DOJ give in the future? The Tacoma Police Department now states it will do Internal Affairs investigations of citizens’ complaints. (Exhibit 3) The piece that is missing from the Tacoma News Tribune editorial is all complaints will first go to Asst. Chief Darland. Then he and the other assistant chiefs and chief will determine if there will be an investigation. They also will decide who will do the investigation. Chief Hairston is the person who lied to the Tacoma City Council. He stated the FBI, other federal and state agencies gave “donations” to the police firing range. (Exhibit 4 We all know it would be illegal for these agencies to give “donations”. These were user fees.) I tried to give the police an informational report on letters written by my daughter:
You will see through my eyes the girls you have raped and the people you have killed. Now you will be the one
on your knees begging begging for your life.
I don’t have to tremble in fear, wondering wondering if tonight will be the night someone comes to our house with a nine.
Darland thought they were funny. Darland also knew this 18 year old she was alluding to had a gun. When the young man was picked up for rape of minors, when Arreola was chief, Darland stated it was JUST statutory rape. My daughter stated someone could bring a gun to the classroom. The assistant principal stated, “No that doesn’t happen.”. Later when someone attempted to murder my daughter the police would not even take the jacket of the bullet out of the back window of her car. (The police use to ask women applying for secretarial jobs, “Are you in your menstrual cycle? “Do you suffer from PMS?.)
Recently my daughter blurted out, “How would you like a snake wrapped around your stomach?
I cannot imagine the abuse that child endured. A counselor stated she probably stayed with this young man to protect me. If I can’t enlist the help of anyone, who would help her? Now she is in college, has a job etc.. But, that doesn’t protect her if the young man tries to come back in her life. The system is still the same, the lies continue, the Justice Department not only looks the other way, but, it funds this insanity. We need someone to investigate this police department if not for the 427 handguns they can’t account for then for the way women are treated in this city by law enforcement.

I wouldn’t have written To Attorney General Reno if I felt COPS etc. was responsive to what is happening in Tacoma. The DOJ Office of Civil Rights came to Tacoma, went to work at 10:00-11:00am left at 2:00- 3:00pm. They took a lunch break in between!
There was a murder attempt on my daughter. The police wouldn’t even take the jacket of the bullet out of the back window of her car. Is this COPS philosophy? My daughter wrote about a young man, “You will see through my eyes the girls you have raped and the people you have killed...” The police wouldn’t even take the letter as an information report. Later when he was arrested for rape. Assistant Chief Darland stated, “That was JUST statutory rape.”. Does COPS mean our daughters can be raped?
My car was stolen and totaled. I was told to keep my mouth shut. Is this COPS policy? A women wrote how her car .was stolen When it was recovered she found blood in it. She tried to get the police to take prints. They wouldn’t. According to the letter the police even admitted someone probably did get hurt in the car, but, they wouldn’t investigate. Is this COPS philosophy? Why did the police get a grant for stolen vehicles? They purchased three computers for three people. They don’t investigate car theft.
The police use minors as informants without telling parents. Is this COPS policy?
The police told my daughter when she was 14 that she didn’t need to go to school. They even brought her to lunch when she was truant. Is that COPS philosophy? I was told my death would be low priority in this city. Is that COPS philosophy?
According to the Tacoma Police Department the FBI etc gave donations in the hundreds of dollars to the Tacoma Police Firing Range. Why does COPS give grants when DOJ departments give donations?
The police lied to get their accreditation, lied to get and keep COPS’ grants, can’t account for 427 handguns. Could it be the FBI isn’t worried when a police department can’t account for 427 handguns? (That would explain why they looked the other way when the Chinese stole our nuclear secrets.) The COPS office in Seattle called the TPD to ask how the COPS program was working in Tacoma. With all of this the DOJ lets the police monitor their own grants!!! Is that normal COPS oversight of grants?
The Tacoma Police Hilltop Sector does not have community meetings. The police go through the Hilltop Action Coalition (HAC). The one and only public meeting the police had was at the Tacoma Main Branch Library. Two different citizens spoke about the cops being involved in drugs in Hilltop. Never again was there a COPS meeting on Hilltop without HAC hosting the meeting. They don’t publicize community meetings. Is this COPS policy?

(The Attorney general sent me to the state auditor. The state auditor sent me to the AG. Governor Locke wrote the Washington State Police who stated they didn't get involved either. According to the agency who did the accreditition WASPC-Washington Association of Sheriffs and Police Chiefs-"An accredited agency will remain accredited for a period of five years." "The agency is required to annually verify that it still meets all applicable standards.")
( On 4 September l997 Craig Adams for the Pierce County Sheriffs wrote, "First, you have made a request for copies of verification as part of the WASPC accreditation process."" Major Poythress of this Department advises me that this agency has not received from WASPC any of the necessary forms upon which to submit the annual verification." "Therefore, there are no completed forms in existence which you could review." The Tacoma Police gave me a copy of an annual report they sent back to WASPC on 7/5/94 signed by Chief Fjetland in which he answered to D). Annual Personnel evaluations (20.1) All employees met the departmental annual personnel evaluation requirements. Yes. That was the only time the Tacoma Police Department reported back to WASPC. WASPC must have been happy to receive their $1,000 for the initial accreditation. So much for the state policing grants and for the police policing themselves! Later I'll discuss how the feds monoitor grants. Remember grants are our tax dollars! They are not entitlements or gifts from the feds.)
